A Character Map plugin of the International Phonetic Alphabet
Installation
Install using the Joomla Extensions Installer - https://docs.joomla.org/Installing_an_extension
After installation, assign the plugin to an Editor Profile in Editor Profiles -> Features & Layout by dragging the button into an editor toolbar row.
Usage
Click the International Character Map button in the editor toolbar to open the IPA Character Map dialog. Click a character to select and insert it.
Notes
This plugin uses the International Phonetic Alphabet character map from https://www.internationalphoneticalphabet.org
