A "Joomla" button was introduced in 2.8.0, that when added to the editor toolbar, moves all the editor-xtd buttons below the editor (these are not JCE buttons, but core Joomla and installed 3rd party extension buttons) into a dropdown list on this "Joomla" button.

To revert to having the buttons below the editor, remove the Joomla button from the editor toolbar in Editor Profiles -> Features & Layout.
