This error shows only when displayed on the front end and no error logs are generated with maximum error reporting set.

This is not a JCE error, but may be related to or caused by a plugin or module that you have installed on your site, or an issue with your template.

If you enable Debug System in System -> Global Configuration -> Server, you may get a trace route of the error, so you can determine the initial cause.

You don't want to do this on a live site though, so it would be best to take it offline first.

great, i have this up on a test domain also, so will see if that gives us a clue.
