When you insert the link to the pdf file directly, you can also download that file without using a login

You can't add content restrictions with JCE, but I suggest you look at Conditional Content by RegularLabs - https://regularlabs.com/conditionalcontent

It is a German Blog post, but you could prevent downloading files with htaccess.
