I need to provide access to the File browser so that a specific user or user group can load a document to a folder. How can I add the file browser to a menu item?

The File Browser cannot be used standalone from a menu item. In the front-end, it can only be accessed from the editor when creating or editing an article, or via a Media Field in an extension.
