JCE MediaBox is a companion plugin for JCE Editor, for creating "lightbox" style popups - https://www.joomlacontenteditor.net/products/jce-mediabox

If JCE MediaBox is installed, then the options are available in the Popups tab in the Image Manager Extended.

Are you perhaps referring to something else?
