Have a new joomla 3.10.4 installation, protostar template. Default editor is Editor-JCE 2.9.18 pro
Missing almost every tool buttons both in the JCE editor and JCE file browser, only small black squares without fill.

When I use TinyMCE as an editor, all the tool buttons are as they should be.

Any good advice ...

The toolbar buttons use font icons in the woff format. Do you have any htaccess rules on your site that restrict loading of media types?

Not any htaccess rules that I know of. Is pure standard installation with only JCE text editor installed.
The web pages are on my own web server, Windows Server 2019 and IIS10
Have another web page on the same server and there are JCE tool buttons as they should be.

Are these toolbar buttons color icons or dark grey?

They are in color. Same JCE ver. 2.9.18 pro

The colour icons are gif images, and are used by the Classic toolbar theme. The grey icons are high res font icons used by the Retina toolbar theme. You can change the Toolbar Theme in Editor Profiles -> Features & Layout. Your IIS server may need to be configured to support woff and woff2 files. You can do this by adding the following to the section of the web.config file in your site root:

<mimeMap fileExtension=".woff2" mimeType="font/woff2" />

Changed from Retina to Classic toolbar theme and the tool buttons in the editor are ok and in color.

The Classic icons are only available in the editor toolbar. The rest of the UI uses font icons.

You may need to configure you site or IIS server to support woff and woff2 fonts. You may find some suggestion on how to do this with a Google search. Unfortunately I have 0 experience with IIS servers.

I added to MIME type in the IIS server and the tool buttons are ok

.woff - application/font-woff
.woff2 - application/font-woff2
