I am trying to force external links in articles to open in a new window. I was looking in editor profiles but perhaps it not there.

You can set new links you create to open in a new window by default by setting the Target option to Open in new window in Editor Profiles -> Plugin Parameters -> Link.
This will not affect existing links you have already created, unless you re-edit them. It will also apply to all links you create, not just external links.
