I want to have a JCE PRO article template loaded by default when the front-end user selects the menu item to create a newsletter article. Also Is there a way to determine the template based on the menu item/category selected? I have the template created and can add it manually.

Editor Profile assignments, and therefore plugin parameters, cannot unfortunately be made based on a menu item or category.

You can create a profile for a specific component, such as the newsletter extension you are using, but not for dynamic variables like article ids, categories etc.
