I've noticed this bug over many versions now, so since it hasn't gone away, I thought I'd report it.
When I edit hyperlinks where the text also contains the italics tags - <em> and </em> - the editor basically duplicates part of the text when you come out of the hyperlink edit. The tags seem to "confuse" it and it's easy to replicate easy time -- i.e., it always makes the error.
I've attached an image that shows the text before I went in, then simply went in and only saved (i.e., no changes to the hyperlinked text).
Is it JCE? Is it the editor JCE is based on?
