Hi I try to make an image popup in the article following your tutorial
https://www.joomlacontenteditor.net/support/tutorials/jcemediabox/create-an-image-popup
but I don't have the JCE MediaBox Popups tab
I installed the latest plg_system_jcemediabox_212 and enable it.
Using Joomla ‎4.2.5 and JCE Version Pro 2.9.32

The dialog in your screenshot is of the standard Image Manager. The Popups tab is only available in the Image Manager Extended.

If you don't have this button in the editor toolbar, you can add it in Editor Profiles -> Features & Layout.
