In out Default Profile-Plugin Parameters the setting File Browser is set to "public_html/directory/subdirectory".
When I push the button File Browser in the Control Panel, it goes to that specific subdirectory.
But if I want to add a picture to my text, JCE goes to "public_html/directory" and NOT to the subdirectory.
The path setting of Image Manager Extended is empty.
Only if I set the path in Image Manager Extended to "public_html/directory/subdirectory", then JCE goes to that subdirectory when I want to add a picture.
The same applies with the path-settings in File Manager and Media Manager.
Is this normal behaviour?

Yes, this is normal. The Image Manager Extended etc. is using the global File Directory Path value in Editor Profiles -> Editor Parameters -> Filesystem, which in your case may be empty.
The File Browser is using the value you have set in Editor Profiles -> Plugin Parameters -> File Browser. If this value was also empty, the it too would use the global value.
Each of the Image Manager Extended, File Browser, File Manager etc. can have it's own File Directory Path set in it's own parameter tab.
Just because you're not paranoid doesn't mean everybody isn't out to get you.
