Is it possible for JCE to display in-text links that point to external pages in accordance with WCAG?

The best way to do this now is probably to use aria-label option - https://equalizedigital.com/accessibility-checker/link-opens-new-window-or-tab/#21-aria-label
You can do this in the Link dialog, in the Advanced Tab, by setting a custom Name and Value parameter at the bottom of the dialog, eg:
You can then combine this with the New Window Icon, but using the css example (added tou your template stylesheet) - https://equalizedigital.com/accessibility-checker/link-opens-new-window-or-tab/#17-new-window-icon
