Since it is a new website, I reinstalled JCE and it is working now. Don't know why.

This is done with Editor Profiles, which you can access from the JCE Control Panel.
There is already a "Front-end" editor profile that has limited features, which you can edit further to remove other buttons and options, and assign it to the "Registered" User Group only.

You can remove buttons in the Features & Layout tab when editing the profile, and other options in the Editor Parameters and Plugin Parameters tabs.

I moved them to the Current Editor Layout, but they still show in the frontend editor.

I set the Editor to None in Joomla Global config and JCE still shows?????????
