No. I just saw it because of searching "local CSS and Scripts" of articles in Joomla. But that seem to be impossible - not the idea of this software.

Nothing important, and maybe not a good idea .. - I tried to add some simple CSS-definitions into the "head" of an article to test / to define a special CSS-usage for the special article. But - of course - the CSS-lines where removed by the system.
And this is what I meant with "idea of the (Joomla) software": to offer standardized features and no special, personal CSS-stuff for every user.."

Remember that when you are editing an article with JCE, you are editing part of the content within the <body> of the html page, so you cannot add a <head> element.

You can include <link> and <script> tags in the content, but it's generally not a good idea to do this.

It's a great idea to learn to create a simple Joomla plugin - https://docs.joomla.org/J4.x:Creating_a_Plugin_for_Joomla - so you can easily add scripts and stylesheets to a page in a more correct way.
