There seems to be a bug introduced in 2.6.17, where [enter] varies from adding a line break to a paragraph return.
To reproduce:
* open an article
* [enter] currently acts as a paragraph return
* click on the [CODE] tab of JCE and change something (even as simple as deleting and typing something again)
* go back to the [EDITOR] tab of JCE
* [enter] now acts as a line break.
* Save the article
* [enter] reverts to acting as a paragraph return
I'm going to experiment more, but this seems to be reproducibly every time. It doesn't seem to happen however if, when you click [CODE] tab of JCE you don't change anything but immediately go back to the [EDITOR] tab of JCE.
