I'm using joomla 3.8.3 and pkg_jce_pro_2624 .
And I'm using YOOTHEME PRO for my template
This is the only website that JCE TOOL BARS won't show up i have uninstalled it and reinstalled it. The only ones are joomla default editors
I have tried in Artices, Acymailing, and even YOUTHEME PRO - and the JCE TOOL BOX won't load
I'm so lost..

Ok so the JCE PRO loads up in YOOTHEME PRO
- but nothing works all the code gets stripped out when you do something
- I place in a color for the text and it doesn't do anything one time it works then the other time it doesn't work

Just because you're not paranoid doesn't mean everybody isn't out to get you.
1. I have adjusted the User Group assignment for your JCE Editor Profile so only Administrator and Manager are selected. I have also removed the Users that you assigned, as these are already covered by the User Group assignment.
2. The editor appears to be loading OK in Yootheme Pro.
3. In ACY Mailing, there is an option to set the editor to use in Configuration -> Interface, with the "ACY Mailing Editor" assigned by default. I assigned JCE as the editor.
4. I have created an optional profile for you to use for ACY Mailing, which creates absolute URLs for all images and links, which is required for newsletters. You can enable it if you require it, and make changes to it, in Editor Profiles.

I have installed JCE Pro 2.6.25 Beta 4 which has fixed this issue on your site.
