Did you add .step as a permitted file extension in Editor Profiles -> Plugin Parameters -> File Browser?

I have added step as a Permitted File Extension on your site in Editor Profiles -> Plugin Parameters -> File Browser.
As there was no other suitable group available, I put this under XML (these groups are no longer used in JCE Pro 2.7.x)
You can now use the Link dialog to add a link to a step file in the Virtuemart Product Description.

Then, in Editor Profiles -> Plugin Parameters -> File Manager, edit the Permitted File Extensions, and add step to the Text Files group.
Then, in the article, use the File Manager to insert a link to the step file, and set Target to Download.
To add a custom icon, the best way is via css. Add the following to your template's css file:
