This seems to be a browser quirk, where the selection of the single block element only includes the block content. The same behaviour is present in the latest version of Tinymce.
I'm not sure there is anything I can do about this, so it might be better to use Cut and Paste to move paragraph content, rather than drag & drop.

I seem to remember from a previous post that you were unable to use the CTRL + C and CTRL + V shortcuts to copy and paste editor content. Using the Paste button in the editor toolbar would only open the Paste dialog.
JCE Pro 2.9.82 Beta will now perform a single paste of clipboard content using the Paste or Paste as Text button, so you can use the Copy and Paste buttons to move content around the editor - https://www.joomlacontenteditor.net/downloads/editor/pro/development
