The goal is to be able to use html tags in the eidtor to develop html page.

I have check the global configurations on jooma 5.3 text fileters it is set to no filerting.

I have check the JCE PRO default profile editor parameters and under Cleanup & Output Validate Html is set to no

Also in global configurations Default Editor is JCE

still body tag or html tags are stripped.

It is very unusual to include <body> and <html> tags in Joomla content, it is only usually required in some instances like Newsletter extensions.

You can add support for these tags in the JCE Editor by installing the Full Page plugin  - https://github.com/widgetfactory/jce-editor-fullpage

when developing website blocks are adding inside the html

and body tags. if there is no body tag la what holds all thr blocks of data together. I’m trying to use semantic html to design a site with joomla.

Joomla content - which is typically what you use the JCE Editor to create - is rendered by  Joomla and the Joomla template inside <html> and <body> tags. The content you are creating with the editor is the content inside the <body> tag, you don't need to add this yourself.
