Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

Is it possible to edit the language overrides text using JCE? It support HTML, but editing is like if it were a plain text file.

The Lanugage Override Text field is not configured within Joomla to support an editor, it is just a plain textarea field.

Does it make sense to enhance it and associate it with an editor?

Not really, because most of the time you are using only some basic formatting - bold, italic, underline - and perhaps links with translated text.
