I am experiencing an issue where the toolbar displayed in the Joomla article editor does not match the layout configured in my JCE Editor Profile.

Environment:
- Joomla 6
- JCE Pro 2.9.99
- PHP 8.3.30
- Only one active Editor Profile
- YOOtheme Pro 5.0.19 (but the problem is both in naive Joomla Article and I YT)

Issue:
The Editor Profile shows a full toolbar with 4 rows of buttons (see attached screenshot: Current_Editor_Layout.jpg). However, when editing an article, only a partial toolbar is displayed — approximately 1–2 rows of buttons (see attached screenshot: Joomla_Article.jpg).

The Default Editor State is set to On in the profile. I only have one active profile, so there is no profile conflict.

What I have already tried:
- Verified that only one Editor Profile is active
- Confirmed that Default Editor State is set to On
- Cleared the Joomla cache

Question:
Why are not all configured toolbar buttons displayed in the article editor?

I have attached two screenshots illustrating the difference between the profile configuration and the actual editor appearance.

The second to last button in the top row of the editor toolbar is the Toggle Toolbars button. When this button is added to a row, it hides all the rows below it. Clicking the button toggles those rows.

Remove the button from the toolbar if you did not intend to use it.
