I may be blind - but the documentation says that I should be able to make new templates - but I can't find any way to do so.

Is something wrong with my settings somehow?

The New Template button is not available by default. You can enable it in Editor Profiles -> Plugin Parameters -> Template Manager by setting the Create Template to Yes.
