What advanced tab do you mean. The are various ones in JCE.

What kind of border do you want to add to tables? Your template stylesheet has a table-bordered class, which you can select from the Classes list in the Table dialog, or set it as a default Class in the Table parameters in Editor Profiles -> Plugin Parameters -> Tables.
