Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

After upgrade to 2.9.99.6 the toolbar is gone. What do I need to do?

Unfortunately it looks like your site has been compromised by the vulnerability in JCE versions prior to 2.9.99.5
