JCE 3.0 removes jQuery from the admin area and from media fields - https://www.joomlacontenteditor.net/downloads/editor/pro/development/jce-pro-300-dev

JCE 3.0 includes jQuery 4 Slim for some of it's own dialogs (Image Manager, Link etc.)
