I use a lot of templates in JCE and more recently these are made using <div> rather than <table>. This all works very well in Chrome but in IE 11 its not so friendly.
I'm not sure if its a JCE issue or an IE issue - Any ideas or solutions welcome
The code below is the template I use along with editor.css mods to make it visible in JCE - Its near impossible to place the cursor in the <div> as it turns into the "move" cursor (4 arrows in a plus format +) then takes 2 or 3 clicks to get the normal cursor ( I beam ) to appear.

I'm not getting this issue when testing the HTML code you posted above on the demo site in IE11.
Can you replicate it on the demo site? - http://demo.joomlacontenteditor.net/
Just because you're not paranoid doesn't mean everybody isn't out to get you.
The Demo site exhibits the same problem. I have narrowed it down to the <DIV> being styled with a width, float or display. Try an article with this content.
<<p>Test content</p>
<div style="width: 500px;">
<p>(width) This DIV takes 2 or 3 clicks to place cursor</p>
</div>
<p>Test content</p>
<div style="display: inline-block;">
<p>(display) This DIV takes 2 or 3 clicks to place cursor</p>
</div>
<p>Test content</p>
<div>
<p>(No Styling) This DIV takes one click to place cursor</p>

<div style="float: left;">
<p>(float) This DIV takes 2 or 3 clicks to place cursor</p>

Unfortunately this is one of this wonderful IE quirks that is not possible to fix or easily override.
There is a good explanation here - http://stackoverflow.com/questions/21864047/ie-how-to-disable-elements-selection-and-resizing-in-contenteditable-div

Hello, I meet the same problem. I made a video screen capture before I found this ticket.

One can even see that the "dashed" frame can be seen outside the editor area when we scroll !
I have read the post on stackoverflow. For me, it's not a real problem, but my client was a little bit puzzled
