Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

In Joomla 5 with JCE and Mediabox installed I don't see the Popup tab.

Is there a new setting I missed?

The Popup tab is only displayed in the Image Manager Extended dialog. Your screenshot appears to show the core Image Manager.

You can add the Image Manager Extended button (and remove the Image Manager button) in Editor Profiles -> Features & Layout.
