In Media Manager, Media Option tab there are two "Source" fields.
In the documentation () there is a mention of a "Fallback".
- Is this the second "Source" field?

Fallback is no longer used and has been removed. I have updated the documentation.

A video tag can have multiple alternate sources, to cater for the lack of support some browsers or operating systems might have for a particular type. For example, Firefox on Linux might not support the mp4 format, so you might add an alternative ogg video file for this.
Just because you're not paranoid doesn't mean everybody isn't out to get you.
