Hi,
is it possible to change .heic pictures to .jpg on upload in JCE Media Browser?

No, images can't currently be converted form one format to another on upload, and there doesn't appear to be support for the heic format in PHP Imagick or PHP GD.
Just because you're not paranoid doesn't mean everybody isn't out to get you.
