We are using the Template Manager to allow our users to get prompts on what to enter when describing our activities. To invoke the template, our users need to click the down arrow of the template manager which is fairly small. They often click the template icon by mistake and invoke the template manager.

Do you have any thoughts on how split buttons could be handled to avoid this issue? For example if we could disable the template manager larger button for all except super users, this would work for us.

I have added an option in the Template Manager parameters to disable the dialog in JCE Pro 2.9.40.
You can test this in JCE Pro 2.9.40 Beta - https://www.joomlacontenteditor.net/downloads/editor/pro/development
