Hi Ryan
I use JCE Pro 2.9.39
Apparently the “Insert file” icon no longer uses an iframe but object and embed tags. I therefore had to give the “media support” plugin parameters the following permissions:
Allow OBJECT Elements
Allow EMBED Elements
Is this normal or am I missing something?

Yes, OBJECT and EMBED will need to be enabled, at the very least just OBJECT.

I would have preferred to use IFrames, but some browsers default to triggering a download when display of the document is not supported.

I will update the File Manager plugin to enable these elements itself, and possibly add some more options in the Media Support tab similar to IFrames, to restrict the allowed URLs for Object, Video, Audio etc. to all urls or local only.
