We're getting a server "Forbidden" error only when accessing the File Browser from the Joomla Control Panel. The File Browser is accessible without issues from articles and from the Component dashboard itself, but there's a difference in the URL:

Joomla Control Panel -> JCE File Browser (returns "Forbidden" error): index.php?option=com_jce&view=browser&filter=
Components -> JCE Pro -> File Browser (works fine): index.php?option=com_jce&view=browser

It seems the "&filter=" at the end of the shortcut URL in the Joomla Control Panel causes a server error on our end. Can this be fixed?

PHP 7.2
Joomla 3.9.15
JCE Pro 2.8.9

We have not tried debugging with versions 2.8.8, but I know this was not an issue with JCE Pro 2.8.7. Any insights would be helpful.
