In the admin environment I have no rights to the File Explorer menu item, while as admin I have all rights. How can I activate this?

As with all extensions, you can set access to parts of the admin component in the Permissions section. You can access this by clicking the Options button in the JCE Control Panel, and then configure the Permissions as required:

I am also aware of that. This is also set up that way on my site. However, I cannot see the file browser.
Also the user whick login will not get the file browser.
please can you help!

What usergroup are you logging in as when you can't see the File Browser?

From what I can see in the Permissions on your site, only the Super User has access to the JCE Configuration, Profiles and File Browser.
