Tried to clean completely the page cache, but the problem persists. 🙁

Then go to Editor Profiles -> Features & Layout and add the "Pro" buttons as required.

Now i have checked, even after i dragged the buttons and saved the page, they aren't been saved.

Tested it with 2.7.7 and 2.7.8 Beta... in both versions you have been right, it was the cache.
Noticed, that Firefox messed around with there cache settings. Neither CTRL-F5 or SHIFT-Reload-Button or CTRL-Reload-Button doesn't work anymore correct (Windows10).
And you really have to delete the cache in the settings.
