The 'Image' button is missing from the context menu (right-click menu) when you right click on an image for some users but not for all. The attached screenshots show the Image button there for User 2 while it is not present for User 1. Both have the same permissions. Any ideas why it might be missing for User 1?

Your screenshot is of the Context Menu in the core Tinymce editor, not in JCE.
Is suspect you have either not assigned JCE as the default editor in the Joomla Global Configuration, or Tinymce is assigned as the editor to the user.
